Reagan Butcher Maloney is an environmental and safety specialist with project management experience in the assessment of asbestos-containing materials (ACM), surface and groundwater quality, soil contamination, water and mold damage, Chinese drywall, and other contaminants. Reagan’s involvement in these projects includes initial and follow-up field assessments; interpretation of analytical data; research; development of audits, permitting, reports, scopes of work, remediation protocols, and operations and maintenance plans; project management, project monitoring and document review. Reagan has additional experience that includes assistance to clients synchronizing and navigating the Section 106 (NHPA) and NEPA Review Processes, development of extensive Environmental Assessments (EA) and Environmental Impact Statements (EIS), Phase I and Phase II environmental assessments; occupational safety assessments, in-plant industrial hygiene services, assisting clients with EPA audits, and extensive research of surface water pollutant point sources.

Elijah is an Industrial Hygienist at J.S. Held. He has over four years of experience in public health, with a primary focus on environmental health. Before joining J.S. Held, he operated as a Registered Environmental Health Specialist, where he implemented compliance with federal, state, and local environmental health laws to eliminate health and wellness risks. His primary responsibilities include reviewing exposure history, writing technical reports, conducting site inspections, sampling, and performing other project-related tasks.
Santiago Puerta-Garcia is an Environmental Scientist and Industrial Hygienist with expertise in environmental site assessments and remediation projects across the United States and Colombia. His work focuses on supporting property transactions and regulatory compliance through detailed environmental investigations and documentation. He specializes in conducting Phase I Environmental Site Assessments and Preliminary Assessments, as well as Phase II Subsurface Investigations, primarily within the commercial real estate sector.
Erik Weber joined J.S. Held in 2022 with over ten years of experience in environmental remediation, working on projects varying from small residential properties to large multi-tenant industrial/commercial complexes. He has supported projects through all phases of the site remediation process, from initial due diligence activities to final case closure. Erik has extensive experience in environmental investigation and remediation, primarily in New Jersey, but has also worked on several projects in New York, Pennsylvania, Connecticut, and Illinois. Erik has project management experience, which includes client outreach, budget management, fieldwork coordination, data analysis, vendor correspondence, work scope and financial planning, and technical report writing. He also has experience with a wide variety of fieldwork. Erik has extensive knowledge and is well versed in the New Jersey Department of Environmental Protection (NJDEP) technical requirements and technical guidance; and has experience working with the New York State Department of Environmental Conservation (NYSDEC) Brownfields Cleanup Program, the Pennsylvania Department of Environmental Protection (PA DEP), the Connecticut Department of Energy and Environmental Protection (CT DEEP), and the Illinois Environmental Protection Agency (IEPA).
Luis is an Environmental Scientist with over four years of environmental remediation/investigation and consulting experience. Luis has worked in several project settings, including commercial, industrial, and residential. He also specializes in environmental fieldwork, which includes groundwater, air, and soil sampling, in-situ/ex-situ remediation activities, project-specific tasks, and assessments/inspections, with experience in report writing and NJDEP documentation.
Jacob Kotcher is an Environmental Scientist / Industrial Hygienist, specializing in environmental due diligence, site investigation and remediation, and environmental assessment reports for residential, commercial, and industrial properties in the New Jersey and New York areas. After graduating from Hobart and William Smith Colleges with a Bachelor of Science in Geoscience, he began his career in 2022 with J.S. Held. He manages multiple projects in the New Jersey and New York Metropolitan area. Jacob has experience with sand, sediment, and surface water sampling, as well as Phase I and Phase II Environmental Site Inspections. He also has experience with GIS mapping and technical report writing.
Artur Wojtas joined J.S. Held in November of 2022 as part of J.S. Held's acquisition of Frostbyte Consulting. Artur specializes in the detailed implementation of Environment, Health & Safety (EHS) Cloud-based solutions (Intelex, Enablon, and VelocityEHS), including configuration, testing, and solution deployment. He comes from previous experience in customer engagement, troubleshooting, and problem-solving in the field of wireless communication.
