John W. Spencer has been an industrial hygienist for more than 35 years. Before joining J.S. Held, he was President of Environmental Profiles, Inc. for nearly 30 years. Prior to that, he was Vice President of National Medical Advisory Services in Bethesda, Maryland, and President of DMW Environmental Services, Inc. in Baltimore, Maryland. As team leader/industrial hygienist for the National Institute for Occupational Safety and Health (NIOSH), and National Occupational Exposure Survey, he conducted research and audits of several hundred manufacturing, health care, and other businesses throughout the United States. As an industrial hygienist for the United States Coast Guard, he conducted thousands of exposure assessments, including a wide range of products and numerous asbestos-containing materials. His responsibilities also included the management of the occupational medical monitoring program for the 5th Coast Guard District.

Bill Stephens

Bill Stephens is a Senior Technical Consultant in J.S. Held’s Environmental, Health & Safety Practice. Bill’s natural resource career includes multi-community bio-assessments, aquatic ecology, fishery assessments and aquaculture management, biomonitoring, and ecosystem management, aquatic ecotoxicology, environmental chemistry, surface water monitoring, and assessments. Bill’s professional work experience spans 41 years with 15 years as an environmental consultant and 26 years in the aquaculture industry. Collaborative work with consultants, industries, researchers, and regulators through field studies and assessments, wetland delineations, agency negotiations, and permitting has fueled his search for effective compliance solutions and appropriate management practices supporting a sustainable economy and maintaining ecosystem integrity. His knowledge, skills, and abilities allow him to interact with multiple stakeholders to prevent and solve problems.
