Reagan is an environmental and safety specialist with project management experience in the assessment of asbestos-containing materials (ACM), surface and groundwater quality, soil contamination, water and mold damage, Chinese drywall, and other contaminants. Reagan’s involvement in these projects includes initial and follow-up field assessments; interpretation of analytical data; research; development of audits, permitting, reports, scopes of work, remediation protocols, and operations and maintenance plans; project management, project monitoring and document review. Reagan has additional experience that includes assistance to clients synchronizing and navigating the Section 106 (NHPA) and NEPA Review Processes, development of extensive Environmental Assessments (EA) and Environmental Impact Statements (EIS), Phase I and Phase II environmental assessments; occupational safety assessments, in-plant industrial hygiene services, assisting clients with EPA audits, and extensive research of surface water pollutant point sources.

Reagan has been involved in multiple catastrophe and emergency response projects, notably: the Deepwater Horizon Oil Spill (2010), Mississippi River Floods (2011), Hurricane Isaac (2012), Hurricane Sandy (2012), Hurricane Ida (2021), Emergency Spill Response-Todd Shipyard (2012) Southern U.S. Tornado Outbreak (2014), and Hurricane Ida (2021).

Reagan engages in site assessment and evaluation; production and review of deliverables; project management; on-site project monitoring; and PRV assessment and sampling. She has extensive involvement in numerous large-scale development projects from inception to completion. This often entails extensive document review, Phase I ESAs, initial permitting, required plan development, Phase II investigations, oversight/monitoring, and other due diligence requirements for the client.
