The project involved installation of the mainline pipeline, construction of associated valve and facility connections, hydrostatic testing and commissioning activities, management of stockpile and staging areas, development of temporary and permanent access infrastructure, and environmental restoration and rehabilitation of disturbed areas.
The contractor was responsible for delivering the project in accordance with contractual requirements related to schedule, budget, safety, quality, and reporting obligations. The owner was responsible for providing certain materials, engineering information, permits, approvals, and right-of-way access.
Project execution required robust scheduling, cost control, risk and change management, and integrated reporting systems.
During construction, the project encountered numerous challenges that adversely affected productivity, work sequencing, and overall schedule performance. These issues included permitting and access constraints, environmental and wildlife restrictions, complex site conditions, public health and workforce limitations, and other operational inefficiencies.
As a result, the project became the subject of a dispute concerning responsibility for schedule delays, productivity impacts, and significant additional costs incurred during execution.
