Stormwater Compliance and Training

The Situation

A Stormwater Pollution Prevention Plan (SWPPP) was required to be developed and implemented at multiple facilities with stormwater compliance inspections, which would be provided and tracked through a stormwater program for the client. Roles and expectations were assigned with standard operating procedures (SOP) developed for the project including field guidance for project stormwater sampling along with sample preparation and shipping when applicable.

How We Advised

We assisted the client with stormwater compliance inspections at their facilities, which included four predominant components:

  • Analytical Monitoring
  • Visual Monitoring
  • Facility Inspections
  • Reporting

All inspections were recorded with a hand-held device using a prepared GIS database of site locations and forms. These types of facilities are covered under state-specific or US EPA multi-sector general stormwater permits. Serving as state lead for multiple facility site assessments, we prepared and followed health and safety plans (HASPs) as appropriate for company and client, planned and coordinated with client, trained field staff, and reported to a regional component of a national stormwater management program in addition to the client and state agencies. We provided and followed SWPPP field and analytical requirements utilizing best practices and sampling techniques.

Weather tracking is an important component of the program, especially when determining to schedule for either a visual inspection or a qualifying rain event necessary for analytical monitoring. Coordination is key, given projected rain events and considering arrival time, percent chance of precipitation, and forecasted amount. Subsequent timely reporting to a program tracker and communicating with the client provides site condition status, any relevant updates, and/or corrective action planning and responses. All site sampling utilized prepared site maps and outfall locations.
