The Situation

This project involved a refining facility that was part of a much larger $2.2B expansion mega-project to allow the existing refinery to process additional heavy Canadian crude oil and raise the plant’s capacity by 15% to 120K barrels per day through the addition of 13 new and revamped units along with associated utilities and off-site facilities.

How We Advised

J.S. Held was engaged by the piping subcontractor. The client’s scope of work included the installation of structural steel, above-ground piping, and mechanical equipment at the plant’s complex. The subcontractor was terminated when it was over 90% complete. Our team performed analyses to evaluate and support the piping subcontractor’s progress calculation, contrasting that with the calculation the construction manager used as the basis of termination. We analyzed this issue, refuted the construction manager’s position, and identified many areas where the work had been delayed.
