Our team reviewed the claim and advised the city to request additional records from the utility company. The records revealed that utility employees occasionally billed over 24 hours of work time per day, there were duplications between labor costs and outside vendor invoices, indirect labor costs exceeded direct labor costs, labor overhead surpassed 100% of the claimed labor, and more than half of the entire claim consisted of overhead charges. The city shared our analysis with the utility company and settled the three claims for less than half the original amount.
