J.S. Held staff performed environmental assessments inside a 27-block footprint to commercial and residential properties to make way for the construction of a state-owned charity facility and training hospital in downtown New Orleans, as well as the VA hospital. The project included asbestos assessments, preparation of asbestos abatement specifications, performance of abatement oversight and clearance testing, and building implosion management and oversight of the former Pallas Hotel.
Many properties/structures were involved in the completion of this work. GIS was also utilized to track the progress of this work over a number of years, as the project moved to completion. This was the first time in the City of New Orleans that a building had been imploded in the Downtown area. Staff monitored the implosion and worked with the State Police and other regulatory agencies to monitor debris and particulate fall out, as well as monitoring and providing the 'all clear' for the area.
