The project consisted of a new five-story, 110,000 square-foot dormitory/kitchen facility. This post-tensioned concrete building fosters the secure location of 585 inmates to a dormitory-style detention environment, while the new kitchen services the entire population of 2,000 inmates at the Correctional Center.
The project owner called upon the original Mechanical and Heating and Ventilating defaulted contractor’s bonding company to complete this project. J.S. Held was retained by the bonding company to assess the status of the project and prepare a Project and Construction Management plan to complete the project.
J.S. Held set up the entire project management, scheduling, and construction management teams, in both the home office and the construction site. J.S. Held developed the scope of work and then hired local union contractors for the mechanical piping, sheet metal work, electrical and control wiring, and instrumentation controls systems.
J.S. Held provided Construction Management services to coordinate and schedule, develop progress payments, and monitor the manpower loading of these contractors until completion. J.S. Held took over the project at approximately 25% completion and finished the project to the full satisfaction of Hudson County.
