Phase I & Phase II Redevelopment
J.S. Held provided remediation design, oversight, and project management for the removal of approximately 169,000 tons of impacted soils located within eighteen (18) city blocks that were redeveloped for mixed-income housing and two (2) undeveloped blocks of the B.W. Cooper housing development.
Responsibilities included providing direction to the remediation contractor; remediation oversight; consulting regarding project documents; health and safety oversight, Louisiana Department of Environmental Quality (LDEQ) and agency liaison; worker and surrounding community monitoring regarding potential exposures such as dust, work activity generated constituents (ex. carbon monoxide), and airborne contaminants (ex. lead or polycyclic aromatic hydrocarbons); confirmatory sampling; and project closure. J.S. Held submitted documentation of all field activities to the LDEQ and successfully received a No Further Action at this Time (NFAATT) status for the entire site.
