William Neale joined J.S. Held in July of 2021 as part of J.S. Held's acquisition of Kineticorp. Mr. Neale holds both a bachelor’s and master’s degree in architecture and he is an accredited traffic accident reconstructionist. He specializes in accident reconstruction, computer visualization and simulation, lighting and visibility, and photogrammetry. During his undergraduate and graduate programs, Mr. Neale specialized in lighting and visualization, including photography, videography, and computer modeling and animation and has received awards, grants, and other funding in recognition of his work in the field. Mr. Neale has developed technology and methodologies in these areas. He has performed visibility studies for numerous accidents involving tractor-trailers, motorcycles, and passenger cars.
Mr. Neale studied accident reconstruction at the Northwestern University Center for Public Safety, taking their courses in Traffic Crash Reconstruction, Vehicle Dynamics, and Motorcycle Crash Reconstruction. Mr. Neale has also published numerous peer-reviewed, technical papers on photogrammetry, video analysis, motion tracking, acoustics, lighting, and visibility. He has also lectured on these topics at several institutions including Wayne State University, the University of Colorado, and California State University. He has been invited to present his work at the Society of Automotive Engineers’ World Congress and at the Acoustic Society of America’s Annual Conference.
Mr. Neale is also a certified Motorcycle Safety Instructor by the Motorcycle Safety Foundation. Mr. Neale is certified to train and license riders in the State of Colorado in the Basic Riders Course and the Advanced Riders Course. In 2013, Mr. Neale was elected to the Motorcycle Operational Safety Advisory Board (MOSAB) in the State of Colorado.
Mr. Neale has been qualified and admitted as an expert in Federal and State Courts in the areas of motion tracking, video analysis, computer modeling and animation, computer lighting, visibility, accident reconstruction, and photogrammetry.
