Tracey brings extensive experience in regulatory risk assessment, audit and inspection readiness, and end-to-end product lifecycle compliance. Her expertise includes Responsible Person obligations, formulation and labeling compliance, toxicological risk assessments, claims substantiation, cosmetovigilance, and regulatory documentation.
At J.S. Held, Tracey provides senior-level support across cosmetics, OTC products, toys, stationery, and consumer goods. She delivers strategic, risk-based oversight throughout the product lifecycle, including new product development, ingredient and formulation compliance review, testing, labeling, CPSRs, PIF compilation, product notifications, and post-market surveillance, including customer complaints.
Her work aligns with key international regulatory frameworks, including the UK Cosmetics Regulation (UK SI 2019/831), EC Regulation 1223/2009, the EU Common Criteria for Cosmetic Claims (Regulation (EU) No 655/2013), US cosmetic requirements under the Federal Food, Drug & Cosmetic (FD&C) Act and MoCRA, the Canadian Food and Drugs Act, the Toy Safety Directive 2009/48/EC, and the General Product Safety Regulation (EU) 2023/988 and beyond.
In a leadership capacity, she directs regulatory strategy, fulfills Responsible Person obligations, and supports audit readiness, regulatory engagement, and the management of safety incidents and corrective actions. She is known for translating complex regulations into clear, practical guidance that supports compliant innovation and market entry.
Prior to joining J.S. Held, Tracey began her career as a toxicologist within a global R&D function, developing strong technical expertise in ingredient safety, cosmetic product safety reports (CPSRs), product information files (PIFs), testing, and post-market surveillance. She has since advanced into senior roles leading regulatory strategy, New Product Development, and supporting compliant and safe product launches across the EU, UK, US, Canada, Australia, and other international markets.
Tracey holds a Bachelor of Science in Toxicology and a Certificate in Applied Biology from the Athlone Institute of Technology, Ireland, and has completed the Cosmetic Safety Assessor Course at Vrije Universiteit Brussels.
