Prior to joining J.S. Held LLC Mr. Tomeo was a partner and managing member of Benchmark Consulting Services, LLC, he was also in charge of the Las Vegas operation.
Mr. Tomeo brings over forty years of commercial, residential, and industrial construction experience. For over fifteen years he was president of a general contracting corporation of which six years overlapped with owning and operating a mid-size swimming pool construction company. He has been involved in procuring, estimating, scheduling, and supervising various construction trades on more than 1,000 residential and commercial projects. His expertise is in general management responsibilities, and customs and practices in the construction of facilities ranging from small residential remodels and large “turnkey” custom home projects to multistory commercial buildings and power plant overhauls. Mr. Tomeo also provides special expertise in the areas of swimming pools and spas, and various subcontractor trades (e.g. concrete, masonry, framing, drywall, and stucco).
Prior to starting a general contracting business, Mr. Tomeo spent nine years with Southern California Edison Company as a foreman, journeyman pipe fitter, boiler mechanic, insulator, and certified structural welder.
In June of 2003, Mr. Tomeo was nominated as a project neutral on a $37,000,000 construction project in Las Vegas to assist in resolving contract disputes between the owner and the contractor. In February 2004, Mr. Tomeo was nominated as a project neutral on two additional projects in Las Vegas, both multimillion-dollar projects.
Mr. Tomeo has been qualified as an expert in Nevada and California District Courts, and in Federal Court in Nevada and Arizona, and has testified in all three states as a construction expert on at least 25 different matters. Mr. Tomeo has attended over one hundred mediations as a construction expert and has also testified as a construction expert in several arbitrations.
Mr. Tomeo provided consulting and expert testimony on various construction defect, property and casualty, delay and affirmative construction claims, contractor’s license bond claims, and surety related matters. To date he has been designated as a construction expert on more than 500 construction defect files and over 100 property and casualty files in Nevada, California, and Arizona. He was assigned to manage an expert team, which investigated over 1,300 individual Northridge earthquake claims.
Mr. Tomeo consults on numerous sureties related to payment and performance bond claims throughout California, Nevada, and Arizona (and numerous other western states). He has successfully organized the completion of numerous multimillion-dollar surety bond default projects and prepared and analyzed multiple construction claims. Mr. Tomeo has also provided monthly construction monitoring and disbursement control services and actively participates in technical training seminars of clients in all areas of construction.
