Steve J. Todd is an experienced professional in the construction and consulting industries. Previously, Steve was an engineer for a large general contractor, and then a damages consultant, focusing on construction projects and commercial damages. He specializes in project scheduling, project management, delay analyses, budgeting, productivity analyses, and cost overrun analyses for construction matters.
In Surety Services, Steve has been involved in assisting both Principals and Completion Contractors for a variety of projects. Steve has provided project management, quality control, and consulting services for Sureties on these projects. Steve has assisted Principals with its project claims, and disputing counter claims.
Steve has provided consulting services for matters in litigation. Steve’s responsibilities have included detailed cost and delay analyses, up through authoring the expert report. He has authored an expert report evaluating the quality of a general contractor’s work on a home renovation project, and ultimately calculated the refund owed to the Owner. Steve’s report assisted in the settlement of the matter prior to trial, which favored the Owner.
Steve has been responsible for managing over $30 million of concrete construction scope in the residential, hospitality, education, and commercial sectors. As a consultant, Steve has reviewed and prepared claims for clients for upwards of $50 million. He has consulted contractors and owners on implementing more efficient practices for time keeping, pricing project change orders, and risk management in the energy, hospitality, commercial, and government sectors. He is a Professional Engineer (licensed in the District of Columbia), and a certified ACI Concrete Field Testing Technician.
Steve has extensive experience evaluating claims and schedules for construction projects of all sizes, including mega-projects. He has vast experience working in the field as a quality control engineer, specializing in concrete reinforcing steel and formwork, concrete placement, and trade coordination.
Steve has experience in owner representation. He assisted MGM Resorts with the project closeout of its billion-dollar National Harbor property, where he assisted in creating the closeout protocol for over 300 subcontractors and vendors on the project. He also assisted MGM with conducting accounting reconciliations for over 100 lower tier subcontractors.
