Mike Tomeo is a Senior Vice President, providing construction consulting, owner's representation, and expert witness services and serves as an arbitrator, mediator, and project neutral. Prior to joining J.S. Held, Mike was a Benchmark Consulting Services, LLC partner managing Benchmark's California operations.
Mike has over 35 years of collective experience in the field, working on construction projects and serving as a construction consultant, testifying expert, mediator, arbitrator, and project neutral. During those years, Mike provided services to multiple private owners, public agencies, sureties, insurance carriers, architects, engineers, developers, construction managers, general contractors, and subcontractors to provide a wide range of ADR, consulting, and expert services on hundreds of public and private projects with construction costs totaling billions of dollars. He has been retained as an expert in construction-related disputes and has defended and prepared multiple construction-related claims. Mike has also acted as a liaison between project owners and contractors to resolve construction disputes and has served as a project manager and owner's representative on numerous construction projects. He is also a member of the American Arbitration Association's panel of construction mediators and arbitrators.
Mike has experience in multiple capacities on construction-related matters involving construction defects, unforeseen conditions, design errors and omissions, change order claims, delays and disruption claims, schedule impacts, acceleration, lost profits, extended general conditions claims, home office overhead claims, out of sequence work, wrongful termination, replacement costs, liquidated damages claims, overpayment, contract accounting, water damage and mold, asbestos abatement, breach of contract, cardinal change claims, fraudulent change orders and billings, hazardous conditions, noise abatement, labor inefficiencies, material escalations, geotechnical issues, performance and payment bonds, mechanic's liens, stop notices, and contractor's license issues, including claims of disgorgement.
