Lee Cookson joined J.S. Held in August of 2022 following J.S. Held's acquisition of the Arcadis Contract Solutions Practice in Europe. Lee is a Senior Managing Director and acts as a delay expert witness. He is a Chartered Building Surveyor and has held senior roles on a large number of different construction projects, including planner, project manager; contract administrator, employer’s agent, and surveyor. He works with leading domestic and international construction and engineering clients to avoid mitigation and resolve disputes.
Over the last 20+ years, Lee has developed expertise in the principles and practice of analyzing construction and engineering project delay. Lee’s experience includes the analysis of delay related to a wide variety of projects. He has a broad range of experience across the civil engineering, process, and building sectors.
Lee is based in London and takes managerial responsibility for the company’s forensic delay experts operating across its UK business. Those experts and supporting consultants are engaged in the full range of planning and programming functions through the lifecycle of projects. Lee is also engaged in international expert commissions outside of Europe and has worked in Asia, the Middle East, Russia, North America, and North Africa.
Lee is frequently appointed as an independent delay expert on large, complex, domestic, and international construction and engineering projects. He takes instructions on behalf of employers, contractors, insurance carriers, and the supply chain, on matters related to delay, programming, and disruption/acceleration/mitigation. He has given oral testimony in the UK Construction & Technology Court and in international arbitration. His experience covers all industry sectors.
