Kelly D. Roeschke has more than 35 years of professional experience in the fields of surety claims consulting, project management, litigation support, and property damage assessment. His project experience includes: military installations, hotels, hospitals, educational buildings and support facilities, high rise condominiums, highways/roads, bridges, power plants, underground utilities, light rail rapid transit systems, office buildings, dams, water treatment plants, waste water treatment plants, correctional facilities, retail buildings, and multi-family housing.

Kelly has provided consulting services to numerous surety bonding companies on projects throughout the United States, Canada, and the Caribbean. He is accomplished in the following areas of surety claims consulting: preliminary investigation, loss mitigation techniques, default causes, defective work assessment, identification of surety defenses, valuation of risks and exposures, preparation of cost to complete estimates, all aspects of the project relet process, monitoring and managing project completion, schedule and cost analysis, preparation of affirmative claims, and analysis and processing of payment bond claims. Kelly’s surety assignments include a variety of project types such as general construction, utilities, plumbing, mechanical, HVAC, electrical, and special systems.

Kelly’s commercial construction experience was established through 10 years of employment in the general contracting and construction management fields. He has prepared cost estimates and schedules, negotiated contracts and subcontracts, performed monthly cost analyses and managed the completion of large complex public and private projects, including several healthcare facilities.

Kelly is qualified as an expert witness to provide testimony in mediation, arbitration, deposition and trial. His construction claims services and litigation testimony services focus primarily on the following areas of concern: contract and specification interpretation, cause/effect/entitlement determination, CPM schedule delay and disruption analysis, labor productivity impacts, idle equipment, direct cost losses, extended general conditions, unabsorbed home office overhead, wage/material/equipment cost escalation, and construction defects. Kelly’s litigation support services include: expert report and exhibit preparation, electronic document discovery, issue folder compilation, preparation of mediation position papers and PowerPoint presentations, assembly and preparation of mediation and trial exhibits, witness preparation, interrogatory preparation, and responses.

Kelly routinely provides defective work assessments on most every surety assignment. He also has performed property damage assessments ensuing Hurricane George - Puerto Rico (1998) and Hurricane Harvey - South Texas (2017).
