Josh Heltzer is a litigation support and sustainability expert based in New Jersey with over 30 years of experience in the federal, state, private, civic, and international arenas.

Over the past 20 years, Josh has integrally supported mediation, allocation, and litigation efforts across the US, spanning cost recovery and contribution under CERCLA and state regimes, toxic torts, natural resource damages, and allocation at Superfund mega-sites. Josh has extensive knowledge and experience regarding military specifications covering the use of chlorinated solvents beginning in the World War II era and extending to the standard of care concerning the use, management, and disposal of such solvents to the present day.

Relatively early in his career, Josh performed hundreds of company evaluations and site assessments related to transactional due diligence and supervised environmental and social aspects of investment portfolios. Beyond consulting for money-center banks in the late 1980s, experience in those domains included practice as a pollution prevention specialist for the Virginia Department of Environmental Quality (VADEQ), environmental consulting for the U.S. Department of Energy’s (DOE) Office of NEPA Policy, Office of Environmental Restoration, and Office of Environment, Safety, and Health; employment as an environmental specialist for the International Finance Corporation (IFC), focusing on ESG management concerning lending and investment in emerging markets; and consulting for the World Resources Institute (WRI), the United Nations Environment Program (UNEP), and various fund managers.

Josh is working with his immediate team to expand J.S. Held’s litigation and advisory services by networking with relevant subject matter experts to learn about their skills and experience, leveraging company resources, and building upon his contacts, knowledge, and expertise nationally and globally.
