Gary Blackburn joined J.S. Held in August of 2022 following J.S. Held's acquisition of the Arcadis Contract Solutions Practice in Europe. Gary is a practicing quantum and delay expert and highly experienced quantity surveyor, with over three decades of experience providing him with extensive knowledge of the analysis, preparation, defense, and negotiation of construction claims.
He works with leading domestic and international construction and engineering clients to avoid, mitigate and resolve disputes. He has acted as an expert advisor and expert witness on behalf of contractors, and sub-contractors in respect of quantum, disruption, and delay on disputes to €900M.
Gary’s experience is in the construction industry where he has gained knowledge in the analysis, preparation, defense, and negotiation of engineering and construction claims. He has provided advice to clients on building, civil engineering, and process projects for leading domestic and international construction and engineering clients to avoid, mitigate and resolve disputes.
Gary is able to offer robust, realistic advice built on his experience, in the evaluation or preparation of construction and engineering claims.
He has been appointed in both national and international disputes leading multidisciplinary teams. His experience covers a breadth of sectors, including engineering and infrastructure projects, highways, oil, gas, process, power, building projects, marine, and professional indemnity insurance matters.
Gary is a Senior Managing Director and part of J.S Held’s Construction Advisory leadership team in the UK.
Gary primarily acts as a quantum and delay expert, but also has the extensive commercial experience to assist clients in the preparation and defense of contract claims.
