Declan Tonge is a Managing Director at J.S. Held’s Madrid office, supporting projects across Europe and the UK. With over 30 years of experience in project and construction management, contract administration, claims, and dispute resolution, he has advised employers, main contractors, and subcontractors across diverse construction sectors.
Declan's international experience spans more than 20 countries across Europe, Latin America, Africa, Southeast Asia, and the Middle East. He specializes in forensic delay analysis, damage quantification, and resource productivity, and has delivered training and presented at global industry conferences.
A Fellow of the Chartered Institute of Arbitrators, Declan has deep expertise in arbitration, adjudication, conciliation, and dispute adjudication boards (DAB). He has served as an expert witness in disputes involving project delays, quantum, and productivity, under various arbitration rules.
Declan's sector experience includes power generation (including solar and offshore wind), fossil fuels, nuclear, oil & gas (refineries, LNG platforms, petrochemical facilities), civil infrastructure (roads and bridges), and water treatment/desalination. He is well-versed in EPC contracts and has advised on risk and dispute resolution in complex renewable energy projects.
Declan is a native English speaker and fluent in Spanish and German.
