David’s current focus is on matters of delay analysis, claims preparation, and expert witness services. Prior to joining J.S. Held, David was a planning engineer on a Public Private Partnership infrastructure project in the United States, with an estimated value of $1.2B US. He has also provided schedule monitoring and project management assistance for capital projects throughout EMEA, North America, LATAM, and ASEAN regions.
David has also been fully funded by a merit award as a researcher at the University of Colorado-Boulder, where he developed a quantitative risk-based approach on flexible pavements under flooding conditions. The research was later published in the Journal of Infrastructure Systems by the American Society of Civil Engineers (ASCE).
Earlier in his career, David worked as a structural engineer for several EPC capital projects and as a field engineer for a main contractor. These roles provided detailed first-hand knowledge and experience of design and construction activities on major infrastructure projects.
David is a Consultant at J.S. Held, based in London, and working on projects across the EMEA regions. His experience in delivering major civil engineering projects is utilized to provide expert witness services on matters of delay and construction advisory services in the disciplines of project planning and scheduling.
