Alexander Olmos is a construction consultant with a comprehensive background in construction management, surety consulting, and litigation support across the United States, the Middle East, and Canada. His expertise includes managing complex construction claims and disputes across a wide range of public and private sector projects. He provides strategic guidance on performance and payment bond claims, cost-to-complete analyses, subcontractor negotiations, project rebids, and contract management for takeover and completion scenarios.

His consulting work also involves detailed evaluations of change order scopes and pricing, as well as ongoing project monitoring and management. Alexander’s experience spans all phases of construction, from preconstruction planning through project execution and closeout, offering clients a well-rounded perspective on risk mitigation and dispute resolution.

Before joining J.S. Held, Alexander served as an Associate Engineer and Construction Manager for the City of Santa Ana, where he oversaw the delivery of multi-million-dollar public works projects. His responsibilities included managing the reconstruction of community centers, park renovations, utility replacements, street improvements, and the installation of traffic signals. He led Owner-Architect-Contractor meetings, reviewed project schedules, processed payments, managed change orders, and ensured contractor compliance with project specifications and regulatory standards.

In addition to his construction management experience, Alexander has a background in engineering design, having produced technical calculations and construction documents for various transportation infrastructure projects.

At J.S. Held, Alexander is a Senior Consultant in the Surety Practice for the West Region. He provides project management support, conducts bond claim reviews, evaluates change orders, and offers owner representation and onsite monitoring services.

Alexander earned a Bachelor of Science in Civil Engineering from California State University, Long Beach. He is fluent in both English and Spanish.
