Large Fire Loss at a Coastal Boardwalk

The Situation

In this scenario, a coastal boardwalk supported by a pier and piles over the ocean suffered a large fire loss. Multiple structures existed atop the boardwalk, and the boardwalk acted as the foundation. All supported structures were constructed from locally milled yellow cedar. When the boardwalk experienced a major fire event, the fire destroyed approximately 30,000 ft2 of the boardwalk along with multiple topside structures.

How We Advised

Our team was brought in to evaluate damage to the structures; to provide a Rough Order of Magnitude (ROM), Replacement Cost Value (RCV), and Depreciated Construction Value (DCV); to assist with securing a demolition contractor and determining limits of demolition; to prepare a scope of work for a rebuild; and to work with engineering professionals to determine a best course of repair.

One of the challenges of the rebuild involved the piers/piles supporting the boardwalk and the topside structures, which, although not completely destroyed, suffered fire damage, which required “out of the box” solutions for repairs. J.S. Held recommended that the structural engineer install galvanized metal pile caps over the tops of all damaged piers to return the piles to their pre-loss capacity. The structural engineer is currently considering this repair, and, once finished, a scope of work will be finalized and issued to contractors for costs.
