David is a claim consultant and construction expert who has been based in the Middle East for the last 15 years and in the Far East 10 years previously. Before joining J.S. Held, David established DBSConsult, a construction claim management practice that rapidly became one of the leading international construction claim analysis and construction dispute resolution practices in the Middle East. The practice was acquired by J.S. Held in January 2020 and has continued to develop and offer the highest level of construction delay analysis along with quantum expert services. Locally and internationally, the practice includes construction experts from many disciplines backgrounds.

Prior to the successful development of DBSConsult, David held senior positions for two of the largest claims and dispute management practices in the AMEA region (Driver Group and Hill International). He held the position of COO for one of these organisations, being responsible for the strategic and day-to-day management of the business throughout AMEA. In this role, David focused on client solutions and delivery pertaining to time and cost claims, expert services, commercial management, construction contract management, planning, quantity surveying, and project management through offices in Dubai, Abu Dhabi, Muscat, Doha, Kuwait City, Johannesburg, Cape Town, Durban, Hong Kong, Kuala Lumpur, Singapore, Perth, Brisbane, and Sydney.

Prior to this role as COO, David held the position of senior vice president for another major claims practice operating out of 14 offices throughout AMEA, in particular leading significant teams of consultants acting for the Employers on issues relating to numerous major airport projects in the Middle East. Other notable achievements in this role include opening the first international construction claims office in Beijing, PRC.

With 30+ years of industry experience, David has extensive knowledge in claims and dispute management and commercial and construction contract management across substantially all industry sectors and projects, including airports, railways, civil infrastructure including tunnels, retail developments, high rise towers, oil & gas (onshore and offshore), industrial and process plants, power and utilities, IT and systems installations.

David has procured and managed some of the very largest expert teams assembled for international arbitrations. He has also participated in or supported claimants, respondents, and counsel in numerous mediations, arbitrations, hearings, and trials. David is known and trusted by many of the region’s largest law firms, clients, and contractors to deliver sound strategic dispute resolution advice and to deliver solutions and teams that make a difference.

With a background in construction cost analysis, David is a highly competent construction cost consultant. His extensive track record in multiple sectors and jurisdictions makes him a highly versatile construction claim consultant with extensive construction arbitration services experience.
