William A. Perry has more than 35 years of progressively responsible program management, project management, and project controls experience, with emphasis on commercial management, dispute resolution, expert claims analysis, expert testimony, labor inefficiency analysis, schedule delay and disruption analysis, and delay and disruption damages assessment and cost analysis. William’s hands-on approach to facilitating dispute resolution has enabled him to successfully resolve hundreds of millions of dollars’ worth of construction disputes without the use of litigation.
Throughout his career, William has served as a designer, a general contractor, an owner, an owner’s representative, a general contractor’s representative, a subcontractor’s representative, and an engineer/architect’s representative. He has accumulated significant experience on a variety of water, wastewater, infrastructure, biopharma, and architectural projects, both private and public. As well as, being the former head of the construction claims consulting group Perry Associates, LLC.
William has performed program management duties including program management planning, risk management planning, Owner Controlled Insurance Program (OCIP) program development, changes and claims process development and management, master schedule development and monitoring, program budget development and monitoring, and contract terms development and administration. He has also performed project construction management including contract administration, dispute resolution, analysis and resolution of change orders and claims involving delay and disruption, labor efficiencies, equitable adjustments, time entitlement analysis, merit determination, and schedule delay and disruption mitigation analysis. He has been admitted as a testifying expert in claims evaluation and schedule delay and disruption damages assessment in state courts and has participated in several arbitrations, mediations, dispute review board presentations, and partnering sessions at various levels. William has also performed change administration and negotiation, correspondence review and response, litigation strategy and support.
William is a Managing Director in the Construction Advisory Services group and specializes in claims preparation and analysis, expert testimony, project/program management, and contractor reviews on complex projects, with a strong emphasis on roads, tunnels, and bridges, as well as experience in education institutions from universities to high schools, U.S. embassies, and water / wastewater cleanup.
