Andrew W. Carter joined J.S. Held in March of 2022 as part of J.S. Held's acquisition of Ocean Tomo. Mr. Carter co-founded Ocean Tomo, a part of J.S. Held, and is a Senior Managing Director in the Intellectual Property Disputes Financial Expert Testimony practice.

For almost three decades Mr. Carter has focused on intellectual property infringement damages, providing expert witness testimony in excess of 100 times. He is frequently called upon to testify in large-scale or complex cases and was the damages expert for the largest patent damages awarded at trial in history ($2.5 billion). Mr. Carter has testified in both Federal and State courts, in the Federal Court of Canada, and in front of the International Trade Commission. His testimony in court covers some of the most popular patent infringement forums in the country, including ED Texas, Delaware, SD New York, ND California, New Jersey, WD Wisconsin, and MD Florida.

Mr. Carter’s clients cover a wide variety of industries, including telecommunications, electronics, pharmaceuticals, industrial products, industrial machinery, consumer products, transportation, Internet services, software, medical devices, financial services, securities, casinos/gaming, and entertainment. Mr. Carter is also active in the firm’s other practice areas, providing transaction, valuation, and IP management advice. He is also a co-inventor on three U.S. patents.

Before forming Ocean Tomo, Mr. Carter was one of the founding partners of Duff & Phelps Capital Partners Sale/License-Back Fund, where he was co-head of the patent purchase and licensing aspects of the Fund. Prior to that, he was a partner at the then-largest U.S. consulting firm that focused on the economic and litigation issues related to intellectual property. He also spent four years as an adjunct professor at the Illinois Institute of Technology, teaching a Masters level course on intellectual property management.

Before entering the intellectual property field Mr. Carter was an engineer, consulting at hundreds of manufacturing and commercial facilities throughout the country. Mr. Carter is also a frequent speaker on the financial, accounting, business, and legal issues related to intellectual property. He has authored over a dozen book chapters and articles on intellectual property licensing, strategy, and litigation.

Mr. Carter holds a Bachelor of Science degree in Chemical Engineering and an MBA from the University of Chicago’s Graduate School of Business. He is a Certified Public Accountant.
